ABOUT CLUSTERS
Poverty alleviation, job creation, reducing social inequality, and overall economic development through cluster-based development are popular concepts worldwide. Alfred Marshall, an eminent economist born in England, introduced the idea of industrial clusters in his book “Principles of Economics” published in 1890, where he referred to a special industrial district. In that book, he identified a group of homogenous product-producing or service-providing institutions within a specific geographical area as a cluster. In a cluster, the included industries or service-providing institutions share similarities in terms of products/services, raw materials, energy, weaknesses, opportunities, and threats. Cluster-based small and medium-scale industries have played a significant role as a driving force in the economies of various developed and developing countries such as China, Japan, the United States, India, and the European Union.
In 2007, under the supervision of the Ministry of Industries, the SME Foundation embarked on a journey with the aim of involving the general population in the country’s economic development through job creation and poverty alleviation.
Since its establishment, the SME Foundation has been implementing various programs such as policy advocacy for cluster development, enhancing the capacity of entrepreneurs, providing training programs of different types for the development of new entrepreneurs, facilitating access to microcredit facilities, utilizing modern technology, ensuring the inclusion of women entrepreneurs in the formal economy, ensuring the utilization of ICT and adopting various tasks including research and publications.
The definition of a cluster included in the National Industrial Policy-2022 (Section 3.6) is as follows:
“A cluster is considered to exist within a radius of 5 (five) kilometers in a geographical area where there are 50 or more production or service-oriented cottage/micro/small/medium/large industrial establishments producing the same or similar products or providing backward-forward linkages to support the production of similar products.”
SME Foundation initiated a study in 2011 to assess the economic and social perspectives of Bangladesh and conducted a cluster mapping study based on the opinions of stakeholders. In 2013, a book titled “SME Clusters in Bangladesh” was published. The study identified a total of 177 clusters (129 in booster sectors and 48 in non-booster sectors) across the country, with a workforce of around 20 million, comprising approximately 74% male and 26% female workers. The annual turnover of the 70,000 establishments within these 177 clusters was about 30,000 crore taka. Notable clusters included light engineering, handicrafts, nakshi kantha (embroidered quilt), small ready made garments, artificial jewelry, handicrafts, and leather goods. In Bangladesh, the SME Foundation first published the “SME Cluster Directory” in 2022.
To facilitate the sales, presentation, and buyer-seller interactions of the cluster’s products, the SME Foundation has developed a website specifically for the Artificial Jewelry Industry Cluster, and there are future plans to create websites for other clusters as well.
Until the 2022-23 fiscal year, the SME Foundation has identified the development needs of 90 clusters through pre-assessment visits. Currently, the Foundation is managing various development programs in around 35 clusters. Through different initiatives of the SME Foundation, around 4,600 entrepreneurs have received training in areas such as product diversification, design development, business management, marketing skills, accounting, modern technology usage, online marketing, VAT-tax, and business security, enabling overall business improvement.
Alongside the enhancement of entrepreneurs’ skills, various fairs and matchmaking programs organized by the foundation, provide opportunities for cluster products sales and exhibition. Through exposure visits to similar product-producing clusters, entrepreneurs within the clusters have gained experience and connected with new customers and markets, sharing knowledge about product markets, raw material sources, production methods, and market integration techniques, leading to the improvement of their products and businesses.
Under the Credit Wholesale Program, loans have been distributed among approximately 2,132 entrepreneurs from different clusters (524 female and 1,608 male entrepreneurs) and around 600 entrepreneurs have received loan assistance from the government’s incentive package for COVID-19 resilience and economic recovery. Additionally, support has been provided to entrepreneurs in acquiring banking capabilities through banking-related training and collaboration programs with banks and various financial institutions.
Undoubtedly, SME cluster development by SME Foundation contributes significantly to achieving the goals of Bangladesh’s “Perspective Plan” and “Vision 2041.” The cluster development initiative of SME Foundation is not limited to specific geographic areas but aims to create employment opportunities, alleviate poverty, reduce unemployment, and ultimately contribute to building a prosperous future and transforming Bangladesh into a developed country.

If a smart society is an inclusive society that leaves no one behind, then a smart economy does the same for businesses. Small business owners are no longer deprived of facilities associated with big cities. Everything one requires to operate a business is within reach.

Digital Bangladesh was all about being citizen-centric. Smart Bangladesh goes further—the government is completely of, for, and by the people. All citizens are an active member of society, just like you and me. One who leads an everyday life, and is able to do everything you and I could. This change will be what we call an ultimate demand side response.

Through the development of small and medium industries, the SME Foundation, under the Ministry of Industries of the Government of the People’s Republic of Bangladesh, aims to create employment opportunities, reduce social inequality, and alleviate poverty by involving the general population in the country’s economic development. The foundation is responsible for conducting research, policy advocacy, technology development, ICT, training, and loan programs to create an entrepreneur-friendly business environment and promote the development of SMEs. With a focus on women entrepreneurs’
participation and capacity-building, the SME Foundation implements separate programs. The SME Policy-2019, Honorable Prime Minister’s Election Manifesto-2018, National Industrial Policy-2022, 8th Five-Year Plan, and other relevant policies and strategy papers have identified SME development programs based on clusters as a crucial means of industrial development.
Taking into consideration the importance of MSME clusters in the national economy, the SME Foundation initiated cluster-based development programs in Bangladesh since 2011. With the initiative of the SME Foundation, cluster-based industrial development programs have gained popularity as a concept. In 2013, the SME Foundation identified 177 SME clusters throughout the country and documented their locations on a map. Needs assessment has been carried out for a total of 90 MSME clusters within the scope of cluster development program, and the assessment is ongoing for the remaining clusters. Activities such as providing training to cluster-based entrepreneurs based on their specific demands, facilitating financing at low interest rates, creating linkages with financial institutions, market expansion, technology transfer, and developing new entrepreneurs are being implemented.
As part of the cluster development program, the SME Foundation has successfully completed the creation of a website aimed at presenting products and connecting buyers and sellers in the Vakurta Artificial Jewelry Industry Cluster. I believe it will play an important role in promoting the production, raw materials, market, and business development of jewelry products while familiarizing entrepreneurs.

The development of small and medium industries (SMEs) through industrialization and employment creation is crucial for Bangladesh’s economic development. Recognizing this importance, the Government of Bangladesh has provided authorization to SME Foundation in various policy documents such as the Vision 2041, 8th Five Year Plan (2020-2025), National Industrial Policy-2022, SME Policy-2019, and other strategic papers to promote livelihood improvement, economic growth, and poverty alleviation. In line with this, the Small and Medium Enterprise Foundation (abbreviated as SME Foundation) was established in 2007 under the initiative of the Ministry of Industries.
Since its establishment, SME Foundation has been implementing various programs through its wings such as policy advocacy, research, cluster development, business support services, training, ICT and technology development, women entrepreneurs’ development, finance and credit services etc. to promote the development of small and medium industries. As part of the foundation’s multifaceted efforts for SME development, the Bangladesh SME Cluster Mapping program has been conducted, which has identified a total of 177 SME clusters spread across the country.
In response to the economic recovery and livelihood improvement of rural communities in the context of the COVID-19 pandemic, SME Foundation has disbursed a total of 300 crore (3 billion) taka in two phases as part of the Economic Revitalization Package, benefiting the entrepreneurs of SME clusters. Following the recommendation of the Ministry of Finance, a ‘Revolving Fund’ has been established in SME Foundation, which enables the ongoing distribution of loans to SME cluster entrepreneurs based on priority.
Despite playing a crucial role in the country’s economy and employment generation, SME products often face challenges in marketing and reaching the consumer groups due to lack of promotion. In this context, SME Foundation has created a website specifically for the Vakurta Artificial Jewelry Cluster. This initiative brings together the entrepreneurs and buyers of Vakurta through an interactive platform. I am delighted to be part of this initiative. With a view to creating a conducive environment for SME development, we express our firm commitment to creating websites for other clusters as well.
